For his contribution to constitutional development in the Cayman Islands, Her Majesty Queen Elizabeth II awarded him the M.B.E in the Queen’s Birthday Honours in 2010.

 Lord Ahmad was appointed as the Prime Minister’s Special Representative on Preventing Sexual Violence in Conflict and as Minister of State for the Commonwealth and the United Nations on 13 June 2017. Kiran Patel


Kiran Patel is Senior Director, CBBC China. He has been living in China since 2004 and has a comprehensive skillset in business development, marketing, and communications, cutting across both the private and public sectors.  Kiran joined the China-Britain Business Council from the British Council where he held a diplomatic post in China on behalf of the Cultural & Education Section of the British Embassy. Prior to this, he worked in the Professional Services sector. Kiran is deeply knowledgeable on China and has been an active member of the UK-China business community over a prolonged period.

Michelle Weiss 

Michelle Weiss, Head of North America Operations, Trade Services joined OCO in New York City in 2016. Michelle is currently the Program Manager for the Department for International Trade’s North America Export Services contract. Michelle manages the delivery team for trade projects, supporting over 100 UK companies per month on US and Canada market advisory. She joined OCO from Enterprise Singapore, the trade and investment agency of the Singapore Government, where she was responsible for facilitating cross-border opportunities for companies looking to access capital, clients and investments in the US market.

Rt Hon Sir Hugo Swire KCMG MP served as Minister of State at the Foreign and Commonwealth Office from September 2012 until July 2016. His responsibilities included the commonwealth, North America, Latin America, The Falklands, Asia Pacific, South Asia, Public Diplomacy, Olympics Legacy and the GREAT campaign.

Alan was appointed Chief Executive of the Commonwealth Enterprise Investment Council (CWEIC) on 3 December 2018. Previously, Alan was Director of the British Council in India, and prior to that worked in the UK Government including managing COBRA the UK’s crisis-response to domestic and international terrorism.

Eric Bush JP, the Chief Officer of the Ministry of International Trade, Investment, Aviation and Maritime Affairs, was previously the Cayman Islands Representative in the UK, having served as Chief Officer for the Ministry of Home Affairs.  Prior to joining central government, Eric spent time in the private sector with a focus on the hospitality and tourism industry.
After earning a
Bachelor’s degree from Lynn University in Florida, Eric returned home to join the ranks of the Royal Cayman Islands Police Service, where he served in numerous roles from armed response to financial crime investigations.

Mr. Bursey is a Canadian national with global experience who has led numerous multi-national companies of varying sizes in North America, Europe and Asia, in the transportation, marine, energy and luxury products businesses. In the public sector he has Commonwealth and international trade negotiation experience, and he has a strong governance record as a corporate Director in the UK and elsewhere. His familiarity with investment regulations, multinational banking and global corporate operations is a considerable boost to the strength of the Invest Turks and Caicos team.

Hon Albert Isola holds the primary responsibility of raising Gibraltar’s profile as an established onshore, mainstream, well-regulated financial services centre and its important online Gaming sectorHe is also responsible for financial services policy, product development, and responding to international initiatives such as international tax compliance. As such and supported by the Finance Centre Director and team, he works closely with the financial services regulator, the Financial Services Commission.
Particularly noteworthy is his leading role in the establishment of the Gibraltar International Bank, a first for Gibraltar as a home-grown full-service credit institution dedicating itself to retail banking.

Prior to 2016, she spent eight years in the International Development field addressing cross-sector challenges to sustainable development with a focus on education and microfinance in East Africa.   Margaret holds a Master of Development Practice.

Oneisha Richards holds the title of Deputy Director, International Marketing and Promotions. Oneisha has over eighteen years’ experience in strategic marketing and tourism policy development.

As Deputy Director, International Marketing and Promotions, Oneisha assists the Director of Tourism with the development, coordination and monitoring of global and country-specific strategic marketing and promotions. Her responsibilities include the creation and implementation of annual advertising and promotions plans, partnership and affinity marketing as well as digital marketing and social media. She has oversight of CIDOT’s marketing teams in Canada, the United States, Latin America and the United Kingdom.

Oneisha possesses a Bachelor’s degree in Tourism and Travel Management from Florida International University and a Master’s degree in Marketing and E-Commerce from the University of Maryland. She believes in building winning strategies through research and a collaborative leadership style.

Hon Shereen Flax-Charles, the Junior Minister for Tourism and Territorial Member. Sharleen has worked at the BVI Tourism Board for over 20 years. She will be assisting Premier Hon Andrew Fahie in handling the tourism portfolio and fostering the sustainable development of tourism for the BVI. Sharleen is charged with ensuring that policies and programmes aimed at the growth and development of this very critical sector are executed.

Victor Franklin Banks is the Political Leader of the Anguilla United Front (AUF) and a veteran politician of over 33 years. He has achieved a lot for Anguilla in his time as a minister. One of his most rewarding accomplishments was working side by side with the Father of the Nation in the implementation of the Anguilla Social Security System. Banks is proud to have been able to take a leadership role in the design and management of the Hurricane Luis Rehabilitation and Recovery Project.

The Honourable Teslyn Barkman, MLA

Elected at the General Election in November 2017, Teslyn is the youngest woman ever elected to the Legislative Assembly or Executive Council and has been interested in politics from a young age, despite training as an artist. She has represented the Falklands at the Youth Parliament in London and has been a member of the Falkland Islands Defence Force since 2009.

Kedell is the current St Helena Government UK Representative in London, a post she has held since July 2000. As part of the role she is responsible for international recruitment of key posts on St Helena and pastoral care of medical patients and St Helenian students studying in the UK Kedell is the current Chair of the United Kingdom Overseas Territories Association (UKOTA). She has also held the role of President of the Overseas Countries and Territories Association (OCTA) and is currently a member of the Executive Committee. She has a particular interest in environmental issues and chairs the UKOTA Environment Working Group. Prior to this she was the Chief Development and Economic Planning Officer in the St Helena Government, heading up the Development and Economic Planning Department.

Chris was involved in the negotiations that led to Tristan da Cuhna’s commitment to the ‘Blue Belt’ programme. This is expected to lead to new protection for Tristan’s 750,000km2 ocean zone next year.
Chris has held the post of UK Representative since January 2015. He became involved in Tristan da Cunha after making a BBC radio documentary on the island. He still works on a part-time basis for the BBC, managing a project to acquire TV news footage from new suppliers.

Minister of Financial Services 

A qualified attorney with extensive international education and training, Tara has always had a passion for public service. After receiving her Bachelor of Arts in Psychology, she joined the Ministry of Youth, where she formed and led a 28-member task force that developed the National Youth Policy for the Cayman Islands. This blueprint for youth development initiated projects such as the radio programme “This Is How We Do It!” and later “Youth Flex”, the National and District Youth Forums, the National Youth Commission, the Youth Parliament and other youth development programmes.

Ms. Lizzette Yearwood, JP, MMH, MHA, a Registered Nurse, is the Chief Executive Officer of the Cayman Islands Health Services Authority (HSA), with overall responsibility for the day to day operations of the Cayman Islands Hospital on Grand Cayman, Faith Hospital on Cayman Brac, and District Health Centres and Clinics on all three Islands. Ms. Yearwood assumed the leadership reigns of the Health Services Authority during a very difficult period in the organization’s history. With support from her senior management team and the HSA Board, she has led various strategic initiatives resulting in a financial turnaround, and the achievement of the organization’s first clean audit opinion in 2018.
